Cumberland County issues no building permits. Each municipality enforces the Uniform Construction Code through a construction official, its own or one shared with a neighbor, and Downe Township has asked the Department of Community Affairs to do it: DCA's Southern Regional Office in Hammonton reviews plans, issues construction permits and inspects there, with weekly local office hours.

Health agency varies by townWho approves a septic system

Cumberland County Department of Health; Vineland Health Department for the City of Vineland

Two health agencies split the county. The Cumberland County Department of Health, with its offices in Millville, serves 13 municipalities, from Bridgeton and Millville to Downe, Maurice River, Stow Creek and Upper Deerfield. The City of Vineland runs its own health department, which handles septic and well permits inside the city.

Preserved farmland
The State Agriculture Development Committee's FY2025 annual report counts 242 preserved farms in Cumberland County covering 22,599 acres across 12 municipalities, as of June 30, 2025. The County Agriculture Development Board runs the county's program, which buys development easements that keep the land in farming permanently.

Easements stay with the land
The county explains that once development rights are sold, preserved land is deed-restricted by a development easement while it stays privately owned, and the Agriculture Development Board inspects each preserved farm every year for compliance.

County septic workload
The Cumberland County Department of Health says its septic program reviews more than 250 septic applications and carries out more than 500 field inspections each year across its jurisdiction, covering new construction, repairs and alterations designed to the state septic standards, N.J.A.C. 7:9A.

Pinelands municipalities
The Pinelands Commission's municipality list (revised February 2025) names two Cumberland County municipalities: Maurice River Township, which lies partly in the State-designated Pinelands Area and partly in the Pinelands National Reserve, and part of Vineland City.

Footing frost depth
New Jersey's Uniform Construction Code rules divide the state into two frost zones. Cumberland County falls in the southern zone, where the one- and two-family code sets the frost line depth for footings at 2 feet 6 inches (30 inches), as of September 2026.

Most buildable land in Cumberland County is rural: crop fields, nursery ground, woodlots and homestead parcels in townships such as Upper Deerfield, Hopewell, Fairfield and Maurice River, plus the open edges of Vineland and Millville. Three checks come first. Is the farm under a preservation easement, whose deed restriction limits what can be built? Is the parcel in Maurice River Township or the Pinelands part of Vineland, where the Commission reviews a new house? Do I need a building permit for a barndominium in Cumberland County, New Jersey?
Yes, from the town where the land is, since the county issues none. Most Cumberland municipalities have a construction official; in Downe Township the Department of Community Affairs' Southern Regional Office acts as the enforcing agency. Septic approval comes separately from the health agency for that town. The house is built to the Uniform Construction Code, which on August 17, 2026 moved one- and two-family homes to the 2024 International Residential Code, New Jersey edition.
Who approves a septic system in Cumberland County?
It depends on the town. Vineland has its own health department; the other 13 municipalities are served by the Cumberland County Department of Health in Millville. Either way, the design is prepared by a New Jersey-licensed professional engineer from soil logs and permeability tests before the health agency will permit it.
Can I build a barndominium on farmland in Cumberland County?
Often, but read the deed first. Preserved farms carry a development easement that restricts building, and a house on farm acreage is still a dwelling under the construction code, never a farm building. On unrestricted land, a custom plan can pair the home with a shop or equipment bay.
