City of Camden construction office (the city's municipal construction official, City Hall, 6th and Market Street)
The state's roster of municipal construction code officials, dated September 2, 2026, lists Camden City with its own construction official plus building, electrical, plumbing and fire protection subcode officials at 6th and Market Street. That office takes the application, reviews the plans and issues the construction permit for a new house in the city. Elevator work is the one subcode the roster assigns to the Department of Community Affairs.

City of Camden local sewer system, conveying to the Camden County Municipal Utilities Authority (CCMUA)
Camden lots drain to public sewer. The CCMUA explains that each municipality collects sewage in its own local lines and passes it to the Authority's regional system, so a new connection needs approvals from the city and from the CCMUA, whose Engineering Department handles unusual connection requests.

- The New Jersey Department of Health's directory of local health departments, dated July 8, 2026, lists the Camden County Department of Health & Human Services in Blackwood as the health department serving Camden, alongside Cherry Hill, Pennsauken, Collingswood and the county's other municipalities.
- Regional treatment plant
- The CCMUA reports that it treats 58 million gallons of sewage a day at its main water pollution control plant, fed by 135 miles of pipe and 27 pump stations across the county. It also repaired Camden's sewer system, which it says halted a discharge of 7 million gallons a day of raw sewage into the Delaware River (read September 2026).
- Older combined sewers
- Parts of the county's older city sewers are combined systems: the CCMUA describes combined sewer outfalls built to release flow when stormwater pushes the system past capacity, and a solids-capture project finished in 2015 on every such outfall in Camden County that keeps about 30 tons of solids a year out of the Delaware River, Cooper River and Newton Creek.

- New Jersey's residential code, as posted by the Department of Community Affairs in September 2026, divides the state into two frost zones; the southern zone covers Monmouth and Burlington Counties and every county south of them, which includes Camden County, and sets footings at 2 feet 6 inches (30 inches) below finished grade there.

Land and lots in Camden
Buildable land inside Camden is scarce. The city is close to fully developed, so what comes up is infill: narrow lots on established blocks, already on city water and sewer, where the street and the neighbouring houses set the frame. A barndominium look still works on a lot like that as a two-storey plan with metal or board-and-batten cladding on the street face, but a wide single-level layout with a drive-through shop rarely fits.
