Barndominium Builders in Ocean County, New Jersey

Ocean County draws more barndominium searches than any other county in New Jersey, and the reason is land: behind the barrier islands and the built-out shore towns, the inland townships still have wooded lots and larger parcels where a steel-framed home with a big shop fits. We build barndominiums, shouses and pole barn homes across Ocean County, from a materials package for an owner-builder to a turnkey house, and every job starts with the parcel rather than the plan. Each municipality's construction office

Ocean County issues no building permits. Every municipality in the county enforces the Uniform Construction Code through a construction official of its own or one shared with a neighboring town. No Ocean County municipality appears on the Department of Community Affairs' list of towns whose code enforcement its regional offices carry out, so the permit always comes from the town hall side.

Health agency varies by townWho approves a septic system

Ocean County Health Department; Long Beach Island Health Department

Two agencies split the county. The Ocean County Health Department serves 27 municipalities, among them Jackson, Lakewood, Brick, Toms River, Manchester and Plumsted. The Long Beach Island Health Department serves the six island towns: Barnegat Light, Beach Haven, Harvey Cedars, Long Beach, Ship Bottom and Surf City.

Well water certified before occupancy
The Ocean County Health Department states that county Ordinance 94-1 requires full testing and certification of a private potable well against drinking water standards at a real estate transaction, before rental, and before a Certificate of Occupancy is issued where the municipality requires it (read September 2026).

Pinelands municipalities in the county
The Pinelands Commission's list (revised February 2025) puts 14 Ocean County municipalities in the State-designated Pinelands Area, among them Jackson, Manchester, Plumsted, Berkeley, Lacey, Barnegat, Stafford and Toms River townships and Lakehurst Borough. Tuckerton Borough lies only in the wider Pinelands National Reserve.

Health agency by town
The New Jersey Department of Health directory dated July 8, 2026 lists the Ocean County Health Department in Toms River for 27 Ocean County municipalities and the Long Beach Island Health Department in Ship Bottom for six island municipalities.

Footing frost depth
New Jersey's construction code puts Ocean County in its southern frost zone, where the footing frost line depth is 2 feet 6 inches (30 inches). The State sets this figure in N.J.A.C. 5:23-3.21; the municipality does not choose its own (DCA print current through August 17, 2026).

Pinelands filing before local approvals
For single-family dwellings and other private development in the Pinelands Area, the Commission says its staff first checks the application is complete and then usually issues a Certificate of Filing, which lets the owner apply for municipal and county approvals; those approvals are then sent back to the Commission for a final check.

Finding land in Ocean County

The workable acreage in Ocean County is inland. Inland townships such as Plumsted, Jackson and Manchester are where wooded lots and old farm parcels still come up; the barrier islands and bayfront towns offer far fewer open lots. Much of that inland land is Pinelands, so check the Commission's map before you fall for a parcel: the Pinelands rules, wetlands and buffers can decide where, or whether, a house goes. Near the bays, ask the municipal floodplain administrator about the design flood elevation; since July 2023 the state's rules set a new home's lowest floor at least a foot above it. How much does a barndominium cost to build in Ocean County?
The building is only part of it. On inland Ocean County land, clearing, a well, an engineered septic system and any Pinelands filing can move the total a long way, and near the bays the flood elevation can change the foundation. Do I need a building permit for a barndominium in Ocean County?
Yes, from the municipality where the lot is, not from Ocean County. Each town's construction official reviews the plans and issues the permit under the Uniform Construction Code; for one- and two-family homes that code has been the 2024 IRC, New Jersey edition, since August 17, 2026. Pinelands towns add a Commission filing before local approvals.
Which Ocean County towns are in the Pinelands?
Fourteen have land in the State-designated Pinelands Area, including Jackson, Manchester, Plumsted, Berkeley, Lacey, Barnegat, Stafford and Toms River townships. Lakewood and Brick are not on the Commission's list. Being in a listed town does not mean every parcel is inside the Pinelands Area, so check your block and lot on the Commission's property map.
Who handles septic and well approvals in Ocean County?
On the mainland, the Ocean County Health Department; on Long Beach Island, the Long Beach Island Health Department. Before either agency reviews a septic plan, a New Jersey-licensed professional engineer has to test the soil on your lot and seal a design based on those logs and permeability results. The county health department also certifies private well water before occupancy where the town's certificate of occupancy calls for it.
